The given statement is false. Instead, Vidhan Parishad is known as the permanent house because unlike Vidhan Sabhait does not have a fixed tenure. Once the members are elected they remain in the house for 6 years period. Every two years one-third members retire and new members are elected in their place. Hence it never dissolves.
