views of french and vietnamese on adopting french culture?

French people thought that it was the duty of the European countries to develop the under developed countries like vietnam.

The thought that studing modern will not make the vietnamese modern they should also adopt western culture as Tonkin free school encourges the students to adopt the western culture. And according to them they should have short hair cut but the vietnamese traditionally have long hair cut.

So it was not good for the vietnamese.
