The word 'advise' has a noun form as well as a verb form. It means that the same word can be used as a noun or as a verb. The difference lies in the spellings. Also, the noun form will never be in the past tense because nouns do not change with time. 'House', 'girl' and 'car' are all nouns and do not change. It is the verb that changes with tense.  

Examples of noun form:

Her advice came in handy.

I always seek my brother's advice before  taking a decision.

I don't need your advice.

She asked the dentist for advice.

Examples of verb form:

She advised me to come a week later.

My brother had advised me to buy a new car.

Don't advise me.  

The dentist advised her to brush her teeth thrice everyday.
