Answer:

The Constitution of India visualises panchayats as institutions of self-governance. However, giving due consideration to the federal structure of India's polity, most of the financial powers and authorities to be endowed on panchayats have been left at the discretion of concerned state legislatures.

Answer:

India's Constitution is bi - cameral which is federal in nature. Village panchayats or gram panchayats are the local government bodies for village. They are directly elected by all the voting members of village. They are responsible for the law making and functioning of government at local level. This empowers the spirit of democracy and helps in solving issues at grass root levels itself.
