Vinyl chloride is an aliphatic halide but resembles chlorobenzene in its properties. Why?

In both vinyl chloride and chlorobenzene, the lone pair of electrons of chlorine can enter into a resonance with - electrons of the double bond. So, C — Cl bond acquires a partial double bond character in both and hence, cleavage of the bond in both the cases takes place with the same ease.
As a result, both behave in a similar manner in the nucleophilic substitution reactions.
