In simple words, Viscous force is the force between the layers of fluid due to varying velocity of the layers constituting the fluid
or
The force between body & fluid relative to each other.

Upper layer of fluid has high Velocity.Lower layer of fluid has relatively low Velocity.

You know that, F=mv where m is mass of body & v is its Velocity.

By using this equation F=mv
you can say that, Force (Here Viscous Force) is Directly proportional to the Mass m & Velocity v.
