The communications center in most large and or small harbors is very active and the people working in one will have little time for what they would undoubtedly call “tourists.” I can understand your desire to visit one and write about it. I suggest you contact the harbor master on a line that has nothing to do with operations and ask if there is a possibility of your coming in as an observer. Explain your need to write an accurate account of what happens in their tower. They may grant your wish. They also may tell you that their operations and systems are considered confidential and therefore off limits to visitors.
