Volt is a S.I unit of potential difference.

In current  circuit fundamental quantity is charge.

Unit of charge is coulomb.

Therefore, coulomb is a basic unit /fundamental unit in current circuit

Potential difference is not a fundamental quantity.Hence, volt is not a fundamental unit.
