We do not use voltmeter to measure the electromotive force(e.m.f) of a cell, as the instrument voltmeter upon application draws some amount of current from the cell, thus making it inappropriate for measuring e.m.f of a cell.But we do use it to measure the potential difference between the two terminals of a cell.

We make use of the device called Potentiometer for measuring the e.m.f of a cell as it does not draws any current from the cell upon application.
