Actually Welcome to the Concept of the Surface Areas and Volumes

Basically here we are given with

V = 628 cm^3 and h = 20 cm

thus

pi r^2 h = 628

r^2 = 628/20*3.14

r^2 = 10

r = underoot 10 cm

thus r = 3.16 cm

Now the CSA = 2pirh

CSA = 2*3.14*3.16*20

CSA= 397.18 cm^2
