Let the radius of the spheres be

R and r

then

4/3πR^3 = volume of first sphere

4/3πr^3=volume of second sphere

Ratio of the volume= 64/27

4/3πR^3/4/3πr^3=64/27

R^3/r^3=64/27

Cube rooting both the sides

R/r=4/3

R=4r/3

Given in the question

R+r=21

Putting Value of R

4r/3 + r=21

7r=21×3

r=9

R=12
