This is a case of dilution of a solution

We can use the formula:

n1v1 = n2v2

Where, n1 and v2 are original values and n2 and v2 are final values

10 x 10 = 0.1 x v2

v2  = 100/0.1 = 1000 ml

Volume of water needed = 1000 - 10 = 990 ml
