Because its in our Indian mentality. In India when you get something extra and even that for free, you feel happy . why dry? Its for panipuri waala's mental satisfaction. If they will give you extra panipuri with pani in it he will feel like a loss. While giving without paani ( generally when asked by customer to give dry ) seems like a tradition to them

At last this has nothing to do with anything above . Actually it was a marketing strategy first started in north india and spread all over once got popular.
