If negotiations don’t work and you feel that you are ethically and logically correct in your opinions, then to implement your decisions, which are necessary and would favour betterment of the society as a whole, you need to curb the dissent that comes in front of you. Yes, even if it means killing the innocent public or destroying the enemy’s defence mechanisms. It is the responsibility of every country to ensure that things go well within their own geographical boundary, as well as in the world. Wars ensure that the deserving wins. Although it disrupts peace in the short run but in the long run, they have always been successful in settling major disputes, which couldn’t have been possibly settled just by mere negotiations. It gives countries a fair chance to win and get their demands fulfilled. All demands would never lead to genuine and fair impact on all nations, but yes, if a country has the potential to dominate other nation, by waging a war against it and winning it, then its absolutely legit for it to do so
