America was neither world bully nor world leader.

The United States are the time was still in its infancy. The most bitter war the USA ever fought with with itself, called the American Civil War.

On a more local scale, the USA was a bit of a bully in its own backyard. The Federal government kept signing treaties with various Native American nations and promptly tore them up. The natives got kicked off their land and moved to reservations. Then later they got kick out of their reservations and again moved to reservations in even worse spots.

American, like the Romans, finally had the military might to beat once and for all the Native American nations after the Civil War. All the cavalry soldiers trained to fight the Confederacy were redirected to beating the Plains Indian tribes who at the time were able to keep and even roll back the American frontier.

The USA only became a world leader after WW2.
