Yes ,Corporal was justified in giving private quelch permanent cook duties..
Maybe Corporal took the name of the quelch because of his behavior of interruption that he did between the lecture. In the kitchen too the professor kept giving lectures on vitamins and other things of food to the cooks. And now the lives of cooks were in hell working with professor.Thus Private Quelch was the man who knew too much.
