Kalinga was was bad as thousands of people died or were injured. There was a lot of destruction. People needed to find a safe shelter to protect themselves and many lives was gone. The houses was destructed, roads damaged, animals died, trading and marketing rates decreased etc. The entire community was effected. Many crisis even took place.
Kalinga was also good as the remorse around around made Ashoka realize that war does not brings happiness. Despite Ashoka won, he still felt defeated. After this, Ashoka even followed Buddhism and wanted his men to live a pure and generous life. He even took an oath on not to make a war again and took a completely new form. Its quite shocking that a powerful fierce king took such a big change.
Hence, everything has both advantages and disadvantages.
According to me, I would say that the war is actually bad as many loss happened.
