PRODA it a good act for Pakistan since it was an act introduced to check corruption; however it has not been effectively applied and the purpose has not been met

Explanation:

  • In the year 1949 the "Public & Representative Office Disqualification Act" (PRODA) permitted the govt to "disqualify" people who are found guilty of "misconduct,".
  • This Act provides for "debarring" of "public & representative" office holders who are found "guilty of misconduct". "Misconduct" comprise corruption, bribery, wilful maladministration, favouritism, robbery, nepotism, wilful mis-application/diversion of "public money" , or other such abuses of position, official power, etc. The Act "applies" to the "Prime Minister", parliamentary secretary,  federal/provincial ministers, chief ministers, &  federal/provincial legislature members.
  • Given the plethora of federal laws on wrongdoing prohibiting and prosecuting elected officers and officials, the findings are not so promising. The cause for this failure can be attributed to somewhat vindictive, selective application of the legislation by the subsequent governments against their critics
  • Sadly, the accountability process never could gain the credibility & legitimacy level that the people intended to accomplish. The lack of the political will to enforce & apply the legislation effectively without favor of fear, has led to corruption  being accepted and even being permitted to spread..
