Samiti was the foundation of Maratha Judicial System.

The Maratha administration was founded by Shivaji and divided into three levels:-

Central Administration- With a group called, "Ashtapradhan" or council of ministers, the central administration was headed by the King itself on the advise given by them.

Similarly, there was a council of minister n the village level also named as, "Sar-i- ‘Karkun’ or Prantpati".

Revenue Administration- Revenue was in the form of "Chauth and "Sardeshmukhi". Chauth means 1/4th of the land revenue taken in order to protect themselves from the attack of Maratha army.

Sardeshmukhi was collected from "Deshmukhs", who were the merchant or Zamindars of Maratha Province.

Military Administration - Kotwal was head of village military system and Senapati was the head of Provincial army.

The army personnel were recruited based on the merit and paid in cash. They were motivated and inspired by the ideas of patriotism. They were also trained in Guerilla warfare.

There is no actual court setup in terms of Judiciary in Maratha Administration. However, the power of Justice was given to Nyayadhikari which was appointed for every provinces or Parganas.

Nyaydhikari was assisted by Samiti. Criminal cases was handled by Patels. The highest court of appeal was "Hazar Majils" or court of King. Regular cases were taken by the Village judicial system.
