It was an act of cowardice. The British had declared martial law and the military had full power. They did whatever was necessary to prevent a revolt. They were afraid that the annual Baisakhi fair would lead to people discussing and eventually, revolting against the British. The army thus decided to fire at the unarmed people including women and children to prevent even a slightest chance of a revolt.
