yes she was.she was madly taking care of dog as it was a animal that would consume everything .But it didnt .The dog was over pampered by his mistress and had become greedy .The practical less mitress pumphrey gave the dog those conditions that spoiled him in all possible ways.

Hence she was over pampering and over indulgent.

yes, I think she was over indulgent as she provided him greed and laziness by things that he did not deserved and fulfilling his all greeds. She was doing silly mistakes and did not gave him proper diet nor proper exercise. She was also not able to handle him practically.
