2. Skill development: Govt along with NGOs should focus on opening and providing skill development and certifications for vocational jobs and training to make the low class adult better employable.

3. Strict governance of unorganised sector: Unorganised job sector in India needs to be slowly revamped and turned into structured one. There can be different ministries taking care of each of such sector. There has to be provision of minimum fair wages, appropriate working culture, written contracts, code of conducts governing the behaviour of employers in the unorganised sectors and definite penalty on breach of such rules.
