heat will flow from body at higher temperature to a body at lower temperature. Since our body is at higher temperature than ice, heat flows from our body to ice. In case of steam, the latter is at a higher temperature than our body therefore heat flows from steam to our body. Because of latent heat of fusion, ice at 0 degree C has more chilling effect than water at 0 degree C. Similarly due to latent heat of vaporization, steam at 100 degree C has more burning effect than water at 100 degree C.
