Water as ice has a cooling effect,explain this observation

water as ice wants to melt to form water. so in order to do that it it absorbs latent heat of fusion. it thus takes in heat from surrounding areas to give a cooling effect.

As ice is an solid form of water ,and it tries to reconvert its state into water by absorbing latent heat of fusion and thus changes it's state
