water as steam has more latent heat than water in liquid and solid from hence water as steam can cause severe burns while water as ice has a cooling effect

 steam particles have more energy  than the particles of cooling water this is because particles of steam have absorbed additional energy in the form of latent heat of vaporization so steam produces more severe burns than cool water
