Cooling effect and burning effect are relative phenomenons. It means that whether u feel cold or hot, it depends upon the relative temperature of your body and the body you are touching.
Since the normal body temperature is around 37 degree, therfore ice feels cold and steam hot.
In case of ice heat flows from our body to ice, therefore we feel cold. In case of steam it is just the reverse
