Water in the form of ice a solid with a very low temperature of 0°C have a comparatively less energy to that of water in the form of steam at 100°C
This is due to the physical state as well as the rapid movement of molecules as the temperature increases. Thus Ice is a very good cooling agent and steams can cause severe burns when directly in contact with skin.
