steam has more energy burns affect , at this temp. latent heat of vaporisation. stean more severe burns produced by severe meters, . this is your answer

Water shows a property of absorbing and releasing a fixed amount of energy just as any other liquid.
This fixed amount of energy is known as latent heat
It is of two types
Latent heat of fusion
AND
latent heat of vaporisation
During conversion of ice into water , ice absorbs some amount of energy from the surrounding for conversion of state known as latent heat if fusion..we can't measure this energy but it exists.
So when heat is absorbed surrounding becomes cool
Similarly
Between steam and water
Steam is more powerful as it has 336 joules of energy ( value of latent heat of vaporisation for water) than water and hence causes more severe burns
