water at the top of lake is felt warmer than the top.why

The water at the top receives sun rays and the specific heat capacity of water is high so it gets heated up and hence heat is not distributed instantly to the lower layers of the lake.

You have asked incorrect question.
But I guess you mean to ask that why water at top is warmer than the that of bottom. It happens because it receives direct rays of sun or due to warm temperature which makes the surface of water warm. When it received sun rays, convection takes place which first makes water molecules of top warm and then reach to bottom. Thus, water at top is warmer.
