Yes.... It is possible to boil water at 0° C. You can do this by reducing pressure. If the pressure is extremely low (you can do this by creating vaccum) then the water will try to expand and for this it will try to change it state. It will change from liquid to gas to occupy more space.

yes we can water can be boiled under 100 degree Celsius.. by decreasing pressure..
we can also boil in a vacuum place by decreasing pressure.. we can also boil at 95 degree Celsius..
