Bcz water cuts of the supply of oxygen to the substance that is burning. Hence the flame gets off....

Water is a compound which is cool in nature also it has the property that when it is put on a surface and if heat is supplied to the surface then the water will leave a cooling effect on the surface, this is the property which helps in fire extinguishion.
