Water is mostly used to extinguish the fire which are not caused by electricity or by fuel
Water is mostly used to reduce the igneous temperature of an object but in the case of electric fire water acts as a medium of flow of current and makes a spread of electricity
and in case of fire caused by fuel by petrol then as petrol is low in density so it would float on water and again fire will spread
