It is because of the pressure exerted by the water. As the depth of water increases, the pressure is also increases. Water tanks are kept on the terrace of buildings.

Answer:
As it happens in air pressure increases with decrease in altitude similarly the pressure of water also increases with increase in depth.
The deeper the water the more is the pressure exerted by it.
The same phenomenon is applicable here the tap water that flows from the height has lesser pressure being exerted on it while the water that flows down has more pressure.
Hence comes out faster than the one  that is upstairs.

water has a tendency of flowing from high level to low.
Hope it helps you.
