Water exists as both solid and liquid at 0 0 Celsius. How ??

the amount of heat required to completely change unit mass of solid to liquid at one atmosphere pressure is called LATENT HEAT OF FUSION OR MELTING.
when ice at 0 c is given heat, it absorbs the heat and hence starts to convert to liquid but the temperature remains constant as heat is used for fusion. hence water exists both as solid and liquid at 0c. that is why 0c ice is more cooling than water. it has more capacity to absorb heat
