Water falls down as a stream from a tap. Why does it not scatter?

The reason is that the water is accelerating due to gravity. There is the same volumetric flow rate (mL/S) at the bottom of the stream as at the top (water isn't appearing or disappearing), but the water is moving faster at the bottom.

When water falls with low velocity,very less or even no or such tiny droplets are formed around the falling water and hence no scattering takes place.
