As the water falls, it accelerates due to gravity. The water at the bottom of the “water column” moves faster than the water at the top of the column.
This means that the stream becomes thinner; there is a fixed volume of water and the mass flow is the same at the top and the bottom.
It is the reverse of putting water into a pipe with a small cross sectional area. This would cause the water to speed up. The effect you see from your tap is the opposite of this. The increase in velocity causes the cross sectional area to decrease.
