Vol. ( cylinderical pipe ) = vol.(cylinderical tank )

22/7×r×r×h = 22/7×30×30×H

3/2×3/2×h = 30×30×H

For the pipe , speed = 4m/sec

Distance = speed × time

4m/sec × 30min

4m/sec × 30×60sec

4m/ sec×1800sec

There fore d= h= 4×1800m

3/2×3/2×=×4×1800=30×30×H

9×1800=900×H

There H = 18m

There rise of water level = 18 m
