It is because the water left in roads and rooftops after rain gets evaporated due to some conditions.
The conditions are-
A) when there is an increase in temperature.
B) when there is increase in the speed of wind.
C) when there is increase in surface area.
D) when there is decrease in humidity.
Hope it helps..

Water from wet roads and rooftops disappears after rain because on heating water the water changes into water vapour so it is formed by a part of the air and cannot be seen. Water changes into its vapour also from some fields, roads ,rooftops and other land areas .
