water is known as universal solvent where hydrogen peroxide is not.even though both of them same composition of hydrogen H2O2 has peroxy linkage I.e -O- linkage due to which their chemical properties, hydrogen peroxide undergoes both oxidation and reduction and it has low ignition temperature due to which it is used oxidant in rockets
