water does not get heated very quickly it requires time to get heated as it requires high amount of energy to get heated only after a particular time , suitable amount of heat it gets heated up
the copper gets heated up very quickly so it is a good conductor of heat very less energy is enough to heat the copper
if we compare water and copper there is a very huge difference between them
and water is bad conductor of electricity and copper conducts electricity

intermolecular forces of attraction is less in water molecules so it bad conductor ..
but after certain time intervals of consistent heating the particles vibrates and gets energy .As a result it occurs without difficulty
