Well water is denser than any oil. Therefore the oil will just float on top of the water like nothing happened. This would be a waste of water and time...LOL

water is good extinguisher of fire but it is not used to extinguish electrical fires because water is a good conductor of electricity and it is not use as a extinguisher of oil fires because, water has more density then oil and also oil is very hot so, the water get evaporated and rises up the evaporated air takes flame with them which causes a small explod.
