Water is a renewable resource. If this is true, why is water scarcity considered a worldwide problem?

well the earth has a lot of water sources majority of them are oceans, polar ice caps, atmosphere (as vapour), underground water table and other water bodies
although there are these many sources if we want to use them they should be both accessible and be fit to use for our purpose
since we have the habits of interfering with nature in the wrong way it hits us back
