Water is called as the universal solvent because is the only liquid which allows all states of matter to dissolve in it. For example, in solid form, sugar can also be dissolved in it, in liquid form, milk can also be dissolved in it, in gaseous form, oxgen and many other gases can also be dissolved in it.
