Depends on what conclusion you want to end with..
Thermodynamics :
When water is cooled down the entropy of water decreases as the molecules will be less with random orientation ( Remember entropy of universe always increases ).
Physics :
When the temperature of water is decreased and reaches 4° C it will have the highest density i.e 1000 kg/m^3. If you cool water below 4°C it will expand which is most unusual behavior of water as in liquid state it is having more density compared to solids while in most other materials its totally opposite. But it is all planned by nature. Because of this property, the density of ice is less than water, due to which ice floats on surface. Phew ! other wise if water contracts on being frozen, density increases and ice would sink due to which the water level on poles will rise and you know after that what happens.
Now next conclusion is the state of water. It does not mean at 0° C water becomes ice. It depends on pressure. Water freezes to ice at 0° C under atmospheric pressure or 101.325 kPa. But if you lower the pressure of water below its vapour pressure it turns to vapor directly.(Concept of cavitation)
