Hey.
Here is the answer.
Ice absorbs energy from surrounding to get converted to water. It's temperature is below 0° C and that's why it produces cooling effect as heat always flows from higher to lower temperature producing this effect.
But in case if steam the temperature is above 100°C and also it has latent heat of vaporisation and hence it can cause severe damage as it gives heat to surrounding to come to equilibrium of temperature.
