Pure water is not a conductor of electricity. But when it get mixed or dissolved with other materials, it becomes a good conductor of electricity and become dangerous as it can cause electrocution to human. So fire extinguishers or sands are used to extinguish electrical fire.
Petroleum products and oils have lesser density than water and so they float on water. The fire will keep burning and even get worse. So in such cases too, fire extinguishers are the best options to extinguish the fire.
