oil and petrol has more density than water . water being less denser will sink down and the oil floats on the top in a mixture oil and water . When oil or petrol catches fire if water is used,  oil will float and continue to burn.

Water has higher density than oil and petrol. So when it is sprinkled on fires involving oil and petrol, the water sinks below the oil and petrol and the fire does not get extinguished
