water is polar or non polar? in it, all whether polar or non polar compounds are soluble? covalent bonds are soluble in non polar solution so will it be soluble in water?

water if we see the hydrogen and oxygen then it's non polar.. but water as a whole.. I will confirm.. bcoz I think Water is non-polar.. but in it all polar compounds are soluble.. soluble in the sense they ionise in water ... and moreover covalent bonds only form non polar and polar compounds... and non polar compounds do not IONISE in water due to lack of charge separation..
