Hey there!
Water partially reflect and partially transmit the light.
When water is filled in glass vessel ,it looks total transparent from the side view because of transmission of light . But if you look from the top view, You will able to see your own face slightly because the upper water surface reflect some of the light and you will also able to see the bottom of the vessel because water transmit (refract) some of the light up to bottom , then bottom surface reflects the light.
