the resistance to water flow occurs mostly at the interfaces between the water and the solid ground. the resistance is roughly proportional to this surface area. most rivers are much wider than they are deep. when you add water (during spring run off for example) and the water gets deeper, we only increase the surface area at the banks. therefore, it increase and flows faster
